Sean is a partner at Keller and Heckman, where he represents clients across the country on a broad range of communications matters, including high-capacity broadband network projects, public-private broadband partnerships, pole attachments, small cell and wireless facility siting, right-of-way management, fiber leasing, regulatory compliance, barriers to community broadband, and broadband funding.
Sean has over 35 years of experience assisting utilities in the drafting, negotiating, and implmenting pole attachment and other infrastructure access agreements, as well as developing the rules and policies surrounding such agreements at the federlal, state, and local level, first as Associate General Counsel for UTC and then in private practice scores of utilities around the counrty and national utility trade associations.
His practice has been at the forefront of efforts to bridge the digital divide and representing new entrants, nontraditional providers, infrastructure owners, and public-private partnerships as they work to deploy essential broadband infrastructure. His clients include electric cooperatives, municipal utilities, national and state utility associations, municipal leagues, and numerous public and private entities throughout the U.S.
