David Rines advises on a variety of regulatory, policy, and transactional issues involving communications services, systems, and technologies. David works with electric and gas utilities and other operators of private and commercial communications networks on issues such as spectrum policy, spectrum acquisition and management, licensing, regulatory compliance, infrastructure matters such as pole attachments and collocation, and new and emerging technologies such as smart grid applications, private LTE (pLTE) deployment, and uncrewed aircraft systems (UAS).
David places great importance on understanding each client’s specific business and operational needs. He is a frequent speaker and panelist on topics of concern and interest to the utility and communications sectors and actively serves on various industry committees. David was selected for inclusion in the 2026 edition of The Best Lawyers in America for Communications Law and received the Utilities Technology Council’s 2018 IMPACT Award for his contributions to and impact on the utility industry.
David served in the U.S. Army as a Russian linguist with the Tenth Special Forces Group, and with the Defense Attaché Office at the U.S. Embassy in Kyiv, Ukraine. After completing his military service, David shifted his focus to law and graduated from Georgetown University Law Center.
