Navigating Utility Fiber Deployment: Risks, Strategies, and Best Practices

Broadband connectivity is a critical component of modern utility operations, supporting essential functions such as SCADA, AMI, and the integration of distributed energy resources (DERs). As utilities modernize their fiber networks, they face challenges that require careful planning to ensure reliability, redundancy, and cost efficiency. Prioritizing critical sites and selecting the right construction methods, whether overhead on distribution and transmission poles, underground in public rights-of-way, on private property, or through existing infrastructure, involves navigating risks that can impact budgets and timelines.



West Monroe partnered with AES Ohio to plan and deploy an extensive fiber network spanning a wide range of sites, tackling the complexities of large-scale fiber deployment. Key challenges identified include resolving pole attachment disputes, addressing make-ready requirements, coordinating with third-party telecom providers, navigating municipal permitting, securing access to private property, managing aging infrastructure, and constructing through challenging terrain. By identifying risks early, developing contingency plans, and ensuring redundancy for critical sites, the deployment was completed efficiently and effectively.
